В статье рассматривается концепция интеллектуального суверенитета в качестве новой парадигмы развития государства. Обосновывается необходимость перехода от упрощенных количественных метрик к комплексной системе оценки, включающей ключевые качественные параметры: технологическую значимость разработок, их коммерческую ценность, потенциал трансфера технологий и уровень защиты интеллектуальной собственности. В рамках исследования решается задача разработки методологии построения инновационного патентного индекса – инструмента, позволяющего объективно отслеживать динамику движения страны к интеллектуальному суверенитету. Обоснование математических выражений для расчета индикаторов проводилось на основе экспертных методов и анализа статистических данных о количестве зарегистрированных патентов, сроках поддержания патентов в силе, количестве случаев распоряжения исключительным правом на изобретение и промышленный образец. В основу проектирования методологии построения инновационного патентного индекса закладывались следующие принципы: измеримость, достоверность, адаптивность, соответствие современным научным подходам. Предложенный авторами способ расчета инновационного патентного индекса содержит принципиально новые решения, что позволяет количественно оценить потенциал к развитию и охране интеллектуальной собственности в выбранных областях с точки зрения патентного права.

The article examines the concept of intellectual sovereignty as a new paradigm for state development. It substantiates the need to move from simplified quantitative metrics to a comprehensive assessment system that includes key qualitative parameters: the technological significance of developments, their commercial value, the potential for technology transfer, and the level of intellectual property protection. The study addresses the challenge of developing a methodology for constructing an innovation patent index – a tool that allows for objectively tracking the dynamics of a country’s movement toward intellectual sovereignty. The mathematical expressions for calculating the indicators were substantiated on the basis of expert methods and analysis of statistical data on the number of registered patents, the terms of maintaining patents in force, and the number of cases of exercising exclusive rights to inventions and industrial designs. The methodology for constructing the innovation patent index was based on the following principles: measurability, reliability, adaptability, and compliance with modern scientific approaches. The method proposed by the authors for calculating the innovation patent index contains fundamentally new solutions that make it possible to quantitatively assess the potential for the development and protection of intellectual property in selected areas from the point of view of patent law.
