130 years of VPTB’s service to the country’s scientific and technological priorities

Abstract

This study is relevant due to the growing role of the All-Russian Patent and Technical Library (VPTB) attributable to Russia’s pursuit of technological sovereignty and increase of competitiveness of domestic technologies. As the largest patent information center and national repository of the State Patent Collection (SPF), VPTB provides access to data necessary for analyzing technological trends, conducting patent searches, and making decisions in the field of intellectual property. In the context of past and ongoing socio-economic processes, the library’s activities and their impact on achieving scientific and technological priorities are analyzed. The purpose of the study is to analyze the historical experience of VPTB by replenishing facts and events related to its activities, identifying previously unstudied regulations, and assessing their impact on the library’s development. The conclusions reflect the evolution of inventive and scientific and technical activity in the country in the history of VPTB, the changing role of patent information over different periods, the contents of the library’s collections, and the phenomenon of VPTB. The article can serve as a basis for discussing the modernization of the role of libraries and information centers with patent collections in the modern innovation ecosystem.
