Key issues of the state and regional intellectual property management system

Abstract

The development of an innovative economy is impossible without ensuring a systematic approach to intellectual property management. In this regard, centralization of intellectual property management, strategic planning of intellectual property development and flexible mechanisms for regulating relevant public relations are of particular importance, which in the article are considered as key conditions for the technological leadership of the state. The purpose of the article is to substantiate proposals for improving the intellectual property management system based on an analysis of key issues of its functioning. The research is based on a doctrinal, historical, and comparative legal analysis of regulations, strategic documents, and intellectual property management practices. It is shown that the creation of a single governing body and the adoption of a strategic document can ensure the integrity of state policy in the field of intellectual property. The increasing role of the Eurasian Patent Organization in the intellectual property management system and the importance of manuals as a tool for flexible regulatory regulation are substantiated. The novelty of the research lies in the systematic substantiation of the intellectual property management model integrating the national and regional levels, where the key operating conditions are the centralization of the public administration system and the adoption of a strategic document that assigns special regulatory importance to guidelines. The conclusions and suggestions obtained can be used to improve the system of state management of intellectual property and regional mechanisms for the protection of industrial property. Further research is related to evaluating the effectiveness of the proposed intellectual property management model and its adaptation in the states of the Eurasian region.
