The use of patent and other scientific and technical information at the stages of the high-tech product life cycle

Abstract

In the context of global technological competition, the problem of effective management of patent and scientific-technical information at the stages of creating high-tech products is becoming critically important. Despite the availability of significant information resources and developed management systems, there is currently no holistic model that determines what specific types of information and for solving which tasks are required at each stage of the life cycle. This leads to fragmented information support, duplication of efforts, and reduced process efficiency. To address this problem, the structure of the life cycle has been detailed, and six key stages where information use becomes a significant factor have been identified. By studying the practices of Russian companies, specific information needs at each stage have been identified. The types and tasks of applying patent and scientific-technical information have been systematized. A classification of scientific-technical information by purpose and content has been proposed, within which five classes are distinguished. A significance matrix has been developed, which clearly demonstrates the dynamics of demand for each information class – from market-conjunctural and patent information at the research stages to normative-technical and production-technological information at the production and operation stages. The results form a methodological basis for transitioning from disparate document management to building endto-end, process-oriented knowledge management systems capable of significantly improving the validity of decisions, optimizing resources, and strengthening competitive positions in the creation of science-intensive products.
