Abstract

The article is devoted to the study of the advantages and disadvantages of the systems of providing legal protection to trademarks in various jurisdictions. The following types of systems are characterized: turnout, verification and partially verification, also called opposition. The emphasis is placed on the nature of procedures in the states of the Eurasian space.

Abstract

The article provides an overview of the main WIPO statistical collections of intellectual property for the period of 2013–2022 with the analysis of statistical data of the Global Innovation Index for the East Asia region (China, Republic of Korea and Japan), indicating the world leaders in patenting of the largest economies in East Asia. The author points out that one of the manifestations of multipolarity has been a change in the geography of innovation with a focus on Asia and further concludes that East Asia has become a global hub of innovation. The article suggests that a multipolar perception of innovation is possible through an assessment of the cultural factor in creation and diffusion of innovation, taking into consideration the innovation waves caused by the era of digital technology and deep science. The author invites discussion of multipolar innovation, which can reflect trends in global development and contribute to a comprehen- sive understanding of the processes taking place in the world on the basis of innovation.

The paper reveals the importance of tax incentives in the sphere of intellectual property to accelerate development of technologies and the economy growth in the subjects of the Russian Federation and the country as a whole, support creation and implementation of technologies in the real sector of the economy, improve the competitiveness of Russian business in the global market, achieve technological sovereignty.

Abstract

The requirements for existing intellectual property (IP) management systems and the issues of their digitalization in modern conditions are considered. The main problems of digitalization associated with the use of new business models and digital technologies are identified. The goals, principles and objectives of the digital transformation of IP management systems and the construction of a digital IP management body are formulated. The importance of work on the formation and development of a digital information fund of intellectual property, ensuring the availability, completeness and quality of databases of patent and scientific and technical information was noted.

Abstract

The article attempts to outline the contours of structural transformations in the economy of intellectual property in the interval 2005–2020. The methodology for measuring structural shifts is based on a quantitative comparison of the number of applications for the protection of intellectual property objects and the number of contracts for the disposal of law distributed by technology areas, as well as on a comparison of changes in the percentage weights of individual indicators characterizing dynamic processes in the area under consideration. Based on the results, it is concluded that under the influence of various factors in the economics of intellectual property, quantitative and qualitative changes are observed, which allow us to talk about structural transformation.

III. ЭЛЕКТРОННЫЕ СЕРВИСЫ ПАТЕНТНОЙ ИНФОРМАЦИИ

Abstract

The article is devoted to the discussion of problems encountered by Russian applicants when they use the services of the WIPO eHague system for filing applications and maintaining in force the international registrations of industrial designs as well as electronic resources for carrying out searches on industrial designs.Besides of a language barrier, among other difficulties encountered by the Russian speaking users there are problems relating the presentation of the instructive WIPO materials in a very laconic way designed for an experienced user, without citing particular examples for filling- in electronic forms and preparing search questions as well as the absence of particular recommendations for a complex use of WIPO resources which take into account the Russian practice.In order to overcome the mentioned limitations a number of specially adapted Russian language Manuals were prepared by FIPS experts which include the Guidelines for a complex use of the above said services and resources of WIPO.These manuals were posted on the website of Rospatent.The article deals with practical recommendations relating to information searching in WIPO Databases of industrial designs, including the complex use of the following databases: “International Designs Bulletin”, “Hague Express Database” and “Global Design Database”.

Abstract

This article is devoted to the study of the level of the Republic of Belarus innovation activity for the period 2014–2021. The analysis was conducted on the basis of indicators of applicant and patent activity, reflected in the annual reports of the National Intellectual Property Centre of the Republic of Belarus, and information published by the World Intellectual Property Organization (WIPO). Comparative analysis of indicators of innovation activity of Belarus with similar indicators of the Russian Federation takes a special place in the article.
