Abstract

The article discusses legislative approaches to the issue of authors remuneration for the creation and use of service results of intellectual activity (RIA) in the Russian Federation and foreign countries, primarily in the EAEU countries. Local regulations and practice of paying such remuneration in Russian and foreign universities are analyzed. Recommendations are given for improving approaches to the financial motivation of authors of service RIA in Russian universities and scientific organizations.

Abstract

The article deals with topical issues of application and management of patent rights. An analysis of problematic issues arising in the activities of companies was made. Based on a wide range of scientific publications, the authors come to the conclusion that it is necessary to generalize approaches to the management of patent rights based on the best practice in the application of patent law. The article contains an overview of methods for protecting the rights of patent holders and other interested parties. An analysis was made of the legality of including patents in national standards and mechanisms for licensing such patents. The results of the study showed that there is great potential in patent rights management mechanisms and that the legal regulation and use of a patent as a tool of competition in business is mutually stipulated.

Abstract

The relevance of the topic under consideration lies in the complexity of visualizing multifactorial values. The aim of the study is to develop a method for graphical representation of scoring indices. The authors analyzed the existing ways of presenting scoring indices and developed a solution in which it is proposed to group the factors that affect the value of the index by creating data vectors that form a square matrix. Moreover, the authors proposed tо determine an enterprise innovativeness index, which takes into account the factor of intellectual property. The development has an applied focus and is intended for use in information and analytical systems.

Abstract

This article is devoted to the study of the practice of the PRC Intellectual Property Office regarding special approaches in stimulating inventive activity in the field of environmental protection and granting patent protection for inventions related to environmentally friendly (green) technologies. The article analyzes the methodology used by the Office for priority examination of patent applications in the field of green technologies, including the possibility of urgent publication of patent applications, the need to use the results of preliminary searches and the granting of open licenses. A comparative analysis of the organizational forms and results of the activities of the Office of the PRC with the work of other patent offices is carried out. The proposed analysis can be useful for the planned improving of the regulatory and organizational activities of Rospatent in the field of green technologies. This article was prepared as a result of the Scientific Research work «Study of issues of normative, methodological and patent-information support for promoting the inventive activities in the field of green technologies».

Abstract

The article considers the Eurasian Patent Convention’s role in forming a single patent space. Historical parallels in national patent offices’ ways of organizing patent work are carried out. Technical level of inventions in one scientific field, for which privileges for inventions of the Russian Empire and modern national or Eurasian patents were issued, is compared. Basing on the study’s results the authors conclude that forming a single scientific and technological space and a common innovative and industrial basis today becomes a key factor of international and interstate integration. The study’s methodological basis is made up of general scientific cognition methods including first of all the dialectical method justifying all the studied aspects’ interconnection, as well as particular scientific methods, such as comparative legal analysis and the bibliographic method of patent documents analysis.

Abstract

This article is devoted to the study of the level of the Republic of Tajikistan innovation activity for the period 2014–2022. The analysis was conducted on the basis of indicators of applicant and patent activity, reflected in the annual reports of the National Patent Information Center of the Republic of Tajikistan, and information published by the World Intellectual Property Organization (WIPO). Comparative analysis of indicators of innovation activity of Tajikistan with similar indicators of the Russian Federation takes a special place in the article.

Abstract

The leaders in scientific publication activity in the field of artificial intelligence for the first quarter of 2023 are China, the USA and the UK. China leads by a significant margin and has maintained its place in the rankings for the past four quarters. At the same time, Russia is in 19th place, ahead of Singapore, but demonstrating a weakening of its position over the past four quarters. It should be noted the strengthening of the position of Singapore, which has risen over the past year from 26th to 20th place in terms of the quarterly number of scientific publications in the field of artificial intelligence.

The most popular topic in terms of the number of publications in the first quarter of 2023 is electronic engineering. At the same time, the most popular topic in terms of the number of citations is software. In general, the lists of the five most popular and most cited topics correspond to each other.

In terms of the number of publications in the most popular topics, the leaders are China (the most active organization is the Chinese Academy of Sciences) and the United States (the most active organizations are Cornell, Harvard and Carnegie Mellon Universities). The same countries and organizations retain their leadership in the most popular topics. It should be noted that in the two most popular topics, Russia’s position in terms of the number of publications is significantly weaker than in other topics.

The most authoritative scientific journal that published articles in the field of artificial intelligence in the first quarter of 2023 is Imformation Fusion, which is assigned a citation quartile of 1 and has an impact factor of 4.56 (SJR). The main theme of the journal is the joint processing of information from various sensors from several sources.

The share of articles with the most significant results is 0.4% of the total number of publications.

The leader in publications in the most authoritative journals for the first quarter of 2023 is China.

Commercial companies publish the results of scientific research on the following topics: medicine, engineering (including electronics), materials science, biochemistry, computer networks, hardware. These practical results are published in journals that has a smaller impact factor than those publishing fundamental results.
