The paper examines the history of formation in the Russian Federation of legal mechanisms of protection of the state interests during the involvement of the state’s rights to the results of intellectual activity of military, special and dual purpose, created with funding from the state budget, in the economic and civil legal turnover. Conceptual approaches to the formation of the federal state policy in this area are disclosed, fundamental strategic documents and regulation acts are analyzed, and the statistical information is provided on the entire scope of work, carried out in the field of legal protection of the state rights to the results of intellectual activity of military, special and dual purpose and their use in favor of scientific and technological development of the country with an aim to strengthen its technological sovereignty. The necessity of taking additional measures for the regulatory and methodological support of the state interests legal protection activities in the given area of legal relations is substantiated.

Within the framework of this article, the author conducted a retrospective analysis of the activities of FSBI “FALPIAR” from its foundation to 2013, when the institution was transferred to the jurisdiction of the Federal Service for Intellectual Property, the result of which is a brief historical summary of the reasons for the es- tablishment of FSBI “FALPIAR” and the main areas of activity in the field of disposal of rights to the results of intellectual activity of military, special and dual-use.

The article is dedicated to the 25th anniversary of the activities of the FSBI «FALPIAR». The author examines the problems of protection state interests in the process of management and administration of military, special and dual use intellectual activity results that the organization encountered in the course of its activities. The author applied the comparative legal method, conducted a retrospective review of the legislation from 2013 to the present time has been carried out, the main changes that have occurred in the sphere of powers to manage and dispose of rights belonging to the Russian Federation have been considered. The author points out the gaps in the legislation, separately the author points out to the existing problems in the sphere of protection interests of the Russian Federation that arose in 2013 in connection with changes in legislation. The article allows a wide range of readers to become familiar with the activities to protect state interests in interests in the process of management and administration of military, special and dual use intellectual activity results.

The article analyzes the changes in the legal provisions enshrined in the Civil Code of the Russian Federation in connection with the entry into force of the Federal Law of 22.12.2020456-FZ «On making amendments to parts two and four of the Civil Code of the Russian Federation and recognizing the invalidation of legis- lative acts (individual provisions of legislative acts) of the Russian Federation «some gaps in the legal field discovered by the author are highlighted and possible options for their elimination are described. The main methods of the study were analysis and comparison. The main purpose of the paper is to find an answer to the question of the extent to which the analyzed innovations will satisfy the need for regulation of legal relations on the issue of creation and use of the results of intellectual activity in- volving the Russian Federation as a whole, as well as the creation of a corresponding enforcement mechanism for these norms, including at the level of acts of the Govern­ ment of the Russian Federation. The study resulted in the analysis of the Federal Law of 22.12.2020456-FZ.

The article discusses the issues of changing the quality of training of un- dergraduates in the area of intellectual property. Attention is paid to the implemen- tation of a project-oriented model of education at the Yaroslav-the-Wise Novgorod State University (Veliky Novgorod). The author concludes that the project-oriented educational model forms not only professional, but also additional skills in the field of communication and psychology. The paper highlights the advantages of the analyzed learning concept. The author reveals an innovative approach to the preparation of the final qualifying work. In particular, the requirements for the diploma project, the algo- rithm of actions and the stages of its implementation are revealed. It is concluded that the project activity of university students should be accompanied by a comprehensive interaction with the patent office.

The paper reveals the importance and timeliness of pilot implementation of a mechanism for expert and analytical support of scientific and technical projects, com- prising research and development, production management and introduction of high- tech products to the market. Practical experience, gained by the author specifically while managing projects in the intellectual property field in the regions of Russia, laid the ground for the given paper. Thus, the sphere of intellectual property will contri­ bute to the accelerated development of technologies and the economy growth, help the competitiveness of Russian businesses improve in the global market, achieve technolog- ical sovereignty, and ensure creation and implementation of technologies in the real sector of the economy.
