ПАТЕНТНАЯ АНАЛИТИКА
The paper presents an approach to the development of technological radars based on patent data. For the first time, new indicators based on patent analytics have been introduced into the global practice of technology benchmarking (the penetration of new markets, the breadth of artificial intelligence, and other indicators). The design principles of technological radars and their application scenarios can be implemented for a wide range of science, technology and innovation management tasks: the development of R&D programs, the technology modernisation, the assessment of prospective projects, etc.
In commercialization of R&D project results in a rapidly growing technology environment, organizations need to develop a strategy that reflects the factors of the project environment, based on the commercialization experience of other companies. Analysis based on patent information may have several limitations depending on various project environment factors, which affects the results, so the analysis approach needs to be improved. During the study, an approach to the integration of patent and non-patent information in the analysis of commercialization strategies was developed, based on the methodology of building patent landscapes of the FIPS Project Office and considering the technology readiness level of the project. The approach was tested in the framework of the Samara University project support and allowed to increase the degree of analytical elaboration to form valid and valuable conclusions about the commercialization strategies of small-scale energy projects. Further research is advisable to reduce the limitations of the approach and expand the tools for analyzing non-patent information.
The article investigates technical uncertainty in scientific and technical projects aimed at creating high-tech products. The main goal is to systematize types of uncertainty and assess the impact of technical uncertainty, using patent analysis to reduce risks. The research introduces novelty in risk management methods through patent analytics and offers practical recommendations for improving decision-making in innovative projects. The conclusions emphasize the importance of patents in minimizing uncertainty and risks, pointing to the need for further research in integrating patent analytics into innovation management. The article is addressed to researchers and specialists in the field of innovation management and patent analytics.
The article proposes an approach to the multifaceted search strategy design for industry patent landscapes. The relevance of the chosen topic is related to the wide spread of patent landscape methods in research on innovative development of technological fields. The purpose of the study is to develop an approach to the search strategies formation that gives better results in comparison with a single search query with wide boundaries. The novelty of the approach lies in the development of a set of multidirectional search queries and additional search circuits based on the analysis of patent document fields and their relationships. The article examines each search circuit and provides practical recommendations for patent analysts. The practical application of multifaceted strategies is possible for a wide range of industries, including mechanical engineering, energy, petrochemicals, etc. It is advisable to focus further research on quality control methods for patent collections.
In 2023, the Medical Technology Transfer Centre of FSBI «SCEEMP» of the Ministry of Health of Russia, together with the Federal State Budgetary Institution «FIPS», implemented a large-scale project to identify and analyze intellectual property objects belonging to institutions subordinate to the Ministry of Health of Russia, as well as to develop patent landscapes with detailed technological segmentation of the patent portfolio of subordinate institutions Ministry of Health of Russia and its comparison with the world patent collections. The purpose of the study was to obtain information about the current state of the patent portfolios of subordinate institutions, to identify the strengths and weaknesses of the developments of Russian institutions in comparison with the world leaders in patenting in the field of medicine and pharmaceuticals. Based on the results of the study, conclusions were drawn about the need to take systematic measures to improve the quality of patenting in the subordinate institutions of the Ministry of Health of Russia and improve the principles of research and development management as part of the implementation of the federal project «Medical Science for Humans». Further, the prospects for the development of the project involve carrying out similar work in relation to all organizations of the Russian healthcare system.

The article is devoted to the problems of using patent analytics for the purposes of technology scouting. Modern patent analytics is a flexible tool for information support for the development of innovative projects. The article provides the main scenarios for technology scouting, and also defines approaches to applying the results of patent research to solve problems related to technology assessment. New approaches to expanding the possibilities of using patent analytics as a tool for supporting an innovative project are described. The purpose of the study was to highlight new approaches to expanding the possibilities of using patent analytics as a tool for supporting an innovative project in terms of conducting technology scouting. The materials of the article were prepared on the basis of practical experience in supporting innovative projects by the team of the Technology and Innovation Support Center and the Technology Transfer Center of ITMO University. The research will be continued in the following publications by the authors, devoted to methods for assessing technologies in the interests of corporate and government customers.
